2048w\" sizes=\"auto, (max-width: 360px) 100vw, 360px\" \/>La diputada Karina Olivas Parra (PT) propuso ante el pleno reformar la Ley de Tr\u00e1nsito Terrestre del Estado y Municipios de Baja California Sur, con la finalidad de armonizar los art\u00edculos del 24 al 50, del T\u00edtulo Quinto, donde se establecen los requisitos administrativos para la circulaci\u00f3n de veh\u00edculos en Baja California Sur, toda vez que en la reforma de 2016 se dejaron facultades de expedici\u00f3n y recaudaci\u00f3n a los ayuntamientos; la Mesa Directiva turn\u00f3 la iniciativa a la Comisi\u00f3n Permanente de Comunicaciones y Transportes para su an\u00e1lisis y discusi\u00f3n.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Olivas Parra precis\u00f3 que, para dar certeza y seguridad legal a los titulares de la Secretar\u00eda de Finanzas y Administraci\u00f3n del Gobierno del Estado de Baja California Sur, quien en enero del 2016 absorbiera el control vehicular, el Registro Civil y los derechos del Registro P\u00fablico de la Propiedad y del Comercio, que invisten dicho poder y a la poblaci\u00f3n Sudcaliforniana, es necesario armonizar el marco legal, de modo que, haya mayor claridad en diversos temas de la ley en comento, de manera particular a los art\u00edculos del 24 al 50.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\u201cEs ineludible manifestar que, pese a que estos supuestos se encuentran vigentes en ley, ya no tienen raz\u00f3n de ser, en virtud de que la funci\u00f3n de expedici\u00f3n de los requisitos administrativos, ya no le corresponde a los ayuntamientos tal y como se encuentra la legislaci\u00f3n actual en los art\u00edculos mencionados con antelaci\u00f3n\u201d, indic\u00f3.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">En consecuencia, la representante popular propuso al \u00f3rgano legislativo diversas reformas y derogaciones con el fin de darle jur\u00eddicamente la facultad jurisdiccional al Poder Ejecutivo para que pueda actuar con total libertad y sin confusiones u opacidad para la poblaci\u00f3n, al momento de expedir licencias, placas, engomados y otros requisitos de circulaci\u00f3n de autom\u00f3viles, lo que consecuentemente tambi\u00e9n le permita a las y los ciudadanos conocer con plena facilidad a quien le corresponde la facultad de aprobar la circulaci\u00f3n, la recaudaci\u00f3n, dando todas las garant\u00edas jur\u00eddicas a las partes con transparencia, probidad y honestidad gubernamental.<\/p>\n<p style=\"font-weight: 400; text-align:
