La propuesta surge como respuesta a las graves experiencias vividas por la entidad ante desastres naturales, especialmente el hurac\u00e1n Liza en 1976, que dej\u00f3 severas consecuencias humanas y materiales en la ciudad de La Paz.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Este acontecimiento marc\u00f3 un antes y un despu\u00e9s en la gesti\u00f3n de riesgos en el estado, evidenciando la necesidad de fortalecer las acciones preventivas y de atenci\u00f3n a la poblaci\u00f3n ante fen\u00f3menos naturales. Aunque se ha avanzado en la legislaci\u00f3n local, a\u00fan persisten retos, particularmente tras la desaparici\u00f3n del FONDEN en 2020, lo cual ha limitado la capacidad de respuesta del Estado.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">La iniciativa plantea reconocer la protecci\u00f3n civil como un derecho humano integral, vinculado a la seguridad, la vida y el patrimonio de las personas. Propone que el Estado y los municipios asuman como obligaci\u00f3n garantizar este derecho, y se contempla la creaci\u00f3n de un Fondo Estatal de Protecci\u00f3n Civil con recursos estatales, municipales, federales (cuando sea posible) y de los sectores privado y social.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Asimismo, se busca asegurar la participaci\u00f3n activa de todos los sectores de la sociedad en la prevenci\u00f3n, atenci\u00f3n y recuperaci\u00f3n ante desastres, con \u00e9nfasis en la atenci\u00f3n a los grupos m\u00e1s vulnerables, en concordancia con los principios de derechos humanos y el principio pro persona.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Tambi\u00e9n se establece la necesidad de armonizar la legislaci\u00f3n estatal con instrumentos internacionales como el Marco de Sendai, el Acuerdo de Par\u00eds y la Agenda 2030, que promueven la gesti\u00f3n integral de riesgos como pilar del desarrollo sostenible.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La diputada del Partido Acci\u00f3n Nacional, Guadalupe Salda\u00f1a Cisneros, present\u00f3 ante el Congreso del Estado de Baja California Sur una<\/p>\n","protected":false},"author":1,"featured_media":155863,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"colormag_page_container_layout":"default_layout","colormag_page_sidebar_layout":"default_layout","_jetpack_memberships_contains_paid_content":false,"footnotes":"","jetpack_publicize_message":"","jetpack_publicize_feature_enabled":true,"jetpack_social_post_already_shared":true,"jetpack_social_options":{"image_generator_settings":{"template":"highway","default_image_id":0,"font":"","enabled":false},"version":2}},"categories":[48],"tags":[],"class_list":["post-155862","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-congreso-de-bcs"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
