Con esta reforma se tipifica el delito de lesiones provocadas por uno o varios animales y se establece que, desde la v\u00eda penal, el due\u00f1o o poseedor ser\u00e1 obligado a reparar el da\u00f1o y enfrentar sanciones cuando el animal a su cargo agreda a una persona.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">La legislaci\u00f3n implica responsabilizar penalmente a quienes, por omisi\u00f3n o negligencia, permitan que un animal bajo su cuidado provoque da\u00f1os que puedan ir desde lesiones menores hasta la muerte de un tercero.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">El dictamen fue presentado por las Comisiones Permanentes Unidas de Puntos Constitucionales y de Justicia, y de Ecolog\u00eda y Medio Ambiente, y se sustenta en dos iniciativas:<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">La primera, presentada por el diputado Venustiano P\u00e9rez S\u00e1nchez, propone adicionar un art\u00edculo 141 Bis al cap\u00edtulo \u201cLesiones\u201d del t\u00edtulo \u201cDelitos contra la vida y la integridad corporal\u201d.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">La segunda, presentada por el diputado Erick Iv\u00e1n Ag\u00fandez Cervantes, plantea adicionar los art\u00edculos 134 Bis y 139 Bis al mismo ordenamiento legal.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Ambas propuestas coinciden en la urgencia de proteger la integridad de las personas y promover una tenencia responsable de animales, al considerar que la v\u00eda civil no garantiza una reparaci\u00f3n del da\u00f1o pronta ni una sanci\u00f3n adecuada para los propietarios o poseedores cuyos animales ataquen a un ciudadano.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Los legisladores advirtieron que un animal puede causar desde una lesi\u00f3n que sane en menos de quince d\u00edas hasta una agresi\u00f3n que incluso derive en la muerte.
