{"id":170470,"date":"2026-09-17T21:32:03","date_gmt":"2026-09-18T03:32:03","guid":{"rendered":"https:\/\/nbcs.mx\/?p=170470"},"modified":"2026-09-17T21:32:03","modified_gmt":"2026-09-18T03:32:03","slug":"propone-pt-crear-el-sistema-estatal-de-compensacion-tarifaria-del-transporte","status":"publish","type":"post","link":"https:\/\/nbcs.mx\/?p=170470","title":{"rendered":"Propone PT crear el Sistema Estatal de Compensaci\u00f3n Tarifaria del transporte"},"content":{"rendered":"<p style=\"font-weight: 400; text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-170471 alignleft\" src=\"https:\/\/nbcs.mx\/wp-content\/uploads\/2026\/09\/DIP-OMAR-TORRES-OROZCO-260917-3-755x428.jpg\" alt=\"\" width=\"399\" height=\"226\" srcset=\"https:\/\/nbcs.mx\/wp-content\/uploads\/2026\/09\/DIP-OMAR-TORRES-OROZCO-260917-3-755x428.jpg 755w, https:\/\/nbcs.mx\/wp-content\/uploads\/2026\/09\/DIP-OMAR-TORRES-OROZCO-260917-3-150x85.jpg 150w, https:\/\/nbcs.mx\/wp-content\/uploads\/2026\/09\/DIP-OMAR-TORRES-OROZCO-260917-3-768x436.jpg 768w, https:\/\/nbcs.mx\/wp-content\/uploads\/2026\/09\/DIP-OMAR-TORRES-OROZCO-260917-3.jpg 1024w\" sizes=\"auto, (max-width: 399px) 100vw, 399px\" \/>A fin de corregir un desequilibrio econ\u00f3mico e institucional de m\u00e1s de 3 d\u00e9cadas en el transporte p\u00fablico, la Fracci\u00f3n Parlamentaria del PT en la XVII Legislatura de BCS, integrada por los diputados Omar Torres, Fernando Hoyos y las diputadas Alondra Torres, Guillermina D\u00edaz, Gabriela Montoya, Karina Olivas y Arlene Moreno,\u00a0 present\u00f3 iniciativa para reformar y adicionar la Ley de Transporte para el Estado de Baja California Sur para crear el Sistema Estatal de Compensaci\u00f3n Tarifaria del transporte p\u00fablico.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\n<p style=\"font-weight: 400; text-align: justify;\">Al presentar la iniciativa, el diputado Omar Torres Orozco aclar\u00f3 que esta propuesta no pretende reducir ni eliminar los beneficios ni los descuentos a los sectores prioritarios, como estudiantes y adultos mayores; por el contrario, puntualiz\u00f3 que la iniciativa reconoce que las tarifas preferenciales son una pol\u00edtica p\u00fablica indispensable para garantizar derechos humanos fundamentales como la educaci\u00f3n, la salud, la inclusi\u00f3n y la movilidad. Refuerza que el Gobierno del Estado asuma la responsabilidad de esos subsidios, en lugar de los concesionarios.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\n<p style=\"font-weight: 400; text-align: justify;\">Enfatiz\u00f3 que desde finales de los a\u00f1os noventa, miles de familias sudcalifornianas que dependen del transporte p\u00fablico han financiado silenciosamente una parte importante de la pol\u00edtica social del Estado; \u201choy la situaci\u00f3n compromete la rentabilidad de las concesiones, la renovaci\u00f3n de unidades, el mantenimiento y la calidad del servicio\u201d, afirm\u00f3.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\n<p style=\"font-weight: 400; text-align: justify;\">Afirm\u00f3 que las tarifas preferenciales deben mantenerse como un derecho de los sectores protegidos por la ley, pero considera indispensable actualizar el mecanismo mediante el cual dicho derecho ser\u00eda financiado por la administraci\u00f3n estatal a partir del a\u00f1o 2028.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\n<p style=\"font-weight: 400; text-align: justify;\">El desaf\u00edo, apunt\u00f3, es garantizar que las tarifas preferenciales permanezcan \u00a0sin comprometer la viabilidad econ\u00f3mica del servicio p\u00fablico del cual dependen diariamente miles de familias sudcalifornianas.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\n<p style=\"font-weight: 400; text-align: justify;\">Para corregir dicha insuficiencia normativa se propone reformar los art\u00edculos 35; adicionar una fracci\u00f3n al art\u00edculo 37, para reconocer expresamente el derecho del concesionario a recibir la compensaci\u00f3n; reformar los art\u00edculos 54 y 55, para que la fijaci\u00f3n de tarifas considere obligatoriamente el costo de las tarifas preferenciales y la suficiencia obligatoriamente; adicionar un cap\u00edtulo especial a la Ley, mediante el cual se cree y regule el Sistema Estatal de Compensaci\u00f3n Tarifaria e incorporar art\u00edculos transitorios que obliguen a expedir la reglamentaci\u00f3n, crear el fondo, presupuestar los recursos e iniciar pagos provisionales sin esperar a la conclusi\u00f3n de la implementaci\u00f3n tecnol\u00f3gica.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A fin de corregir un desequilibrio econ\u00f3mico e institucional de m\u00e1s de 3 d\u00e9cadas en el transporte p\u00fablico, la Fracci\u00f3n<\/p>\n","protected":false},"author":1,"featured_media":170471,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"colormag_page_container_layout":"default_layout","colormag_page_sidebar_layout":"default_layout","_jetpack_newsletter_access":"","_jetpack_dont_email_post_to_subs":false,"_jetpack_newsletter_tier_id":0,"_jetpack_memberships_contains_paywalled_content":false,"_jetpack_hide_featured_image":false,"_jetpack_featured_image_duplicate_dismissed":0,"_jetpack_feature_clip_id":0,"_jetpack_memberships_contains_paid_content":false,"footnotes":"","jetpack_publicize_message":"","jetpack_publicize_feature_enabled":true,"jetpack_social_post_already_shared":true,"jetpack_social_options":{"image_generator_settings":{"template":"highway","default_image_id":0,"font":"","enabled":false},"version":2},"jetpack_post_was_ever_published":false},"categories":[48],"tags":[],"class_list":["post-170470","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-congreso-de-bcs"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.8 -
