procedimientos, equilibrar la pluralidad pol\u00edtica y asegurar que las decisiones se tomen en un marco de estricta legalidad y transparencia, el Diputado Fabrizio del Castillo Miranda present\u00f3 al pleno iniciativa mediante la cual se busca formular y adoptar un marco regulatorio estructurado y actualizado como una gu\u00eda procesal indispensable para dotar de orden, previsibilidad y rigor t\u00e9cnico el trabajo de los \u00f3rganos de gobierno, las fracciones parlamentarias, las comisiones y el trabajo de legisladores en lo individual.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\u201cDotar al Congreso de un reglamento adecuado significa asumir la responsabilidad institucional de consolidar un parlamento que funcione con orden, legitimidad y eficacia, fortaleciendo la confianza de la ciudadan\u00eda en sus instituciones\u201d, Fabrizio del Castillo Miranda<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\n<p style=\"font-weight: 400; text-align: justify;\">El promovente se\u00f1al\u00f3 que, la ausencia de una regulaci\u00f3n pormenorizada sobre los tiempos de intervenci\u00f3n y los tipos de mociones puede propiciar discusiones que se desv\u00eden del tema central, para lo cual consider\u00f3 pertinente homologar criterios que delimiten con claridad las intervenciones, tales como la presentaci\u00f3n de iniciativas, posturas en pro o en contra de dict\u00e1menes, alusiones personales y explicaci\u00f3n de voto, adem\u00e1s de establecer reglas estrictas para el cauce y desarrollo de las mociones.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\n<p style=\"font-weight: 400; text-align: justify;\">En ese tenor se propone normar los siguientes aspectos internos del Congreso: Las reglas espec\u00edficas para el uso de la tribuna y el registro de oradores; El procedimiento detallado para la presentaci\u00f3n, discusi\u00f3n y votaci\u00f3n de dict\u00e1menes, iniciativas y proposiciones con punto de acuerdo; La regulaci\u00f3n precisa sobre el uso de herramientas tecnol\u00f3gicas, material multimedia e ilustrativo en el Pleno; El mantenimiento del orden, el decoro parlamentario y las reglas para el desalojo o la declaratoria de recesos; La implementaci\u00f3n formal y flexible de sesiones bajo modalidades virtuales o a distancia cuando casos fortuitos o de fuerza mayor lo ameriten.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\n<p style=\"font-weight: 400; text-align: justify;\">Concluy\u00f3 al precisar que, contar con un instrumento reglamentario especializado dar\u00eda certeza a los procedimientos y asegurar\u00eda que las decisiones se tomen en un marco de estricta legalidad y transparencia.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Con el objeto de dar
