Salud exige derribar las barreras que limitan la atenci\u00f3n oportuna a la ciudadan\u00eda, por ello presentamos reformas para hacer del derecho a la salud una garant\u00eda ininterrumpida, humana y verdaderamente efectiva\u201d, sentenci\u00f3 el Diputado Christian Fabrizio del Castillo Miranda al presentar proposici\u00f3n con punto de acuerdo para presentar al Congreso de la Uni\u00f3n iniciativa que adiciona una porci\u00f3n normativa al art\u00edculo 4\u00b0 y al art\u00edculo 123, ambos de la Constituci\u00f3n Pol\u00edtica de los Estados Unidos Mexicanos.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">En la exposici\u00f3n de motivos, el promovente expres\u00f3 que la acci\u00f3n legislativa deriv\u00f3 de la diferencia normativa y estructural entre el r\u00e9gimen sustantivo del derecho a la salud, Art\u00edculo 4.\u00ba, y la organizaci\u00f3n del trabajo burocr\u00e1tico en las instituciones del sector p\u00fablico, previstas en el Art\u00edculo 123, apartado B).<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">En ese tenor, el alcance de la reforma enviada al Congreso de la Uni\u00f3n busca garantizar la oportunidad, continuidad y eficacia en la protecci\u00f3n de la salud, por lo que para ello, las instituciones p\u00fablicas que integran el Sistema Nacional de Salud deber\u00e1n asegurar la operaci\u00f3n ininterrumpida, durante las veinticuatro horas del d\u00eda, los siete d\u00edas de la semana, tanto de los servicios m\u00e9dicos como de los procesos y tr\u00e1mites administrativos indispensables para la atenci\u00f3n de las personas usuarias.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">En lo concerniente a instituciones p\u00fablicas que presten servicios de salud, las leyes y condiciones generales de trabajo organizar\u00e1n los esquemas de guardias y turnos permanentes del personal m\u00e9dico, param\u00e9dico y administrativo, a fin de garantizar la continuidad ininterrumpida de los servicios en los t\u00e9rminos del art\u00edculo 4.\u00b0 de la Constituci\u00f3n, sin perjuicio de los l\u00edmites a la jornada laboral, descansos legalmente establecidos y las compensaciones.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Concluy\u00f3 al manifestar que la poblaci\u00f3n sudcaliforniana demanda instituciones de salud m\u00e1s eficientes, accesibles y capaces de responder, oportunamente a las necesidades de la poblaci\u00f3n, por lo que la acci\u00f3n legislativa busca contribuir al pleno goce del ejercicio del derecho humano a la
